Tamil Nadu Rail Projects Face Funding Hurdles Amid Accusations of Deliberate Delays

Madurai MP Su Venkatesan has accused the Union government of intentionally stalling railway development projects in Tamil Nadu by withholding funds and delaying the release of critical planning documents. He pointed to a letter dated 14 May 2025 from the Southern Railway General Manager to the Railway Board, which indicated that several projects allocated funds in the 2025–26 budget remain frozen under a 2019 Railway Board directive. These include the Tindivanam–Gingee–Tiruvannamalai and Attipattu–Puttur lines, each with ₹42.70 crore, now proposed for surrender. Other projects such as the Erode–Palani and Madurai–Thoothukudi lines are also being dropped or frozen, resulting in the surrender of ₹50 crore and ₹55.17 crore, respectively.

The absence of the 'Pink Book'—a detailed compendium outlining fund allocations for various railway projects—has further fueled concerns. Traditionally released shortly after the Union Budget, the Pink Book provides granular details essential for project planning and execution. However, for the second consecutive year, its release has been delayed, with only a consolidated budget statement made available, lacking specific information on project costs and fund allocations. Venkatesan criticized this move, stating that the merger of the railway budget with the general budget has diminished transparency and accountability.

While the Union railway ministry announced an allocation of ₹6,626 crore for Tamil Nadu in the 2025–26 fiscal year—a 4.14% increase from the previous year—the lack of detailed project-level allocations has raised eyebrows. The delay in releasing the Pink Book hampers the ability of railway officials and stakeholders to plan and execute projects effectively.

In response to mounting criticism, the Union railway ministry has nearly doubled its funding for long-pending railway projects in Tamil Nadu, raising the allocation from ₹222 crore in 2024 to ₹395.4 crore in 2025. This move aims to revive nine crucial projects, many of which were first proposed as far back as 2007. These include rail connections like Chennai to Cuddalore via Mamallapuram, Sriperumbudur–Avadi–Guduvancherry, and Tindivanam to Tiruvannamalai. Previously, projects remained dormant with token allocations, but the increased budget now allows initiation of civil works.

Despite the funding boost, concerns persist regarding the adequacy of the allocations. For instance, the Madurai–Thoothukudi line has received ₹55 crore after a controversy involving Union railway minister Ashwini Vaishnaw’s earlier misstatement about the project being shelved. However, activists and local residents question the sufficiency of these revised allocations, highlighting shortfalls in land acquisition budgets. Similarly, the Tindivanam–Tiruvannamalai project needs at least ₹95 crore for acquiring 35 acres of land in Tiruvannamalai district alone, while the 2025 budget sets aside just ₹42.7 crore.

The delay in releasing the Pink Book and the subsequent funding uncertainties have significant implications for Tamil Nadu's infrastructure development. The Pink Book serves as a blueprint for railway officials to plan projects for the next financial year, detailing fund allocations for various projects, expenditures on safety-related works, maintenance activities, infrastructure development, and investments in doubling and new line projects. Without it, planning and execution of projects become challenging, leading to delays and potential cost overruns.
